Job Description
General Description
The CASA Kane County Associate Staff Attorney is responsible for supporting the Staff Attorney in the management and prosecution of all files to which CASA Kane County is appointed as Guardian ad Litem (GAL) in the 16th Judicial Circuit, including but not limited to, the Abuse & Neglect, Juvenile Justice and Probate Courtrooms.  He/she shall represent the GAL in all related administrative matters as appropriate including but not limited to Administrative Appeals and Hearings as designated by the Staff Attorney. The Associate Staff Attorney shall be primarily assigned to the Probate Division – but shall accept project/case assignments from the Staff Attorney as designated including in Abuse & Neglect, Juvenile Justice and Administrative matters.
The Associate Staff Attorney shall manage the activities of Illinois Supreme Court Rule 711 Interns working in their assigned courtrooms.  He/she shall be responsible for managing the input of data, materials and documents into OPTIMA, CASA Kane County’s case management software system.  In addition, work collaboratively with the Executive Director, Vice-President of Advocacy & Operations, Advocate Supervision Team, and the organization’s volunteer GALs. The Associate Staff Attorney reports directly to the Staff Attorney.  
History – Purpose – Direction of the Organization 
The CASA movement began in the 1970’s when a Superior Court Judge was uncomfortable that he was deciding the fates of abused and neglected children with very little information.  This gave him the idea to have community volunteers visit with the children and prepare progress reports that would help him make more informed decisions.  A colleague of his from this area, brought the concept back and CASA Kane County was incorporated in 1988. 
CASA Kane County is a nonprofit, volunteer organization that advocates for the best interests of abused and neglected children within the Juvenile Court system.  For 30 years, CASA Kane County has been recruiting, training and supervising community volunteers who are appointed by the Juvenile Court Judge to be a child’s Court Appointed Special Advocate (CASA) and Guardian ad Litem (GAL) in the courtroom.  The goal is to help them to be placed in a safe and permanent home.
The organization is comprised of 19 staff, 20 Board of Directors, 37 Chairman’s Advisory Panel members and 200 + CASA/GAL volunteers.  More than 600 children are served annually.
Essential Duties and Responsibilities
  • Case management of all CASA Kane County Case Files in Probate Courtroom and on cases as assigned by Staff Attorney in Abuse & Neglect, Juvenile Justice Courts and Administrative Proceedings. 
  • Preparation of motions, pleadings and other court documents in support of children we serve and CASA Kane County mission.
  • Pro-active discovery practice including interrogatories, requests for production, requests to admit, subpoena and FOIA requests.
  • Analysis of files and team collaboration in order to trouble shoot, problem solve and, where appropriate, bring matters into Court to be addressed by Judge.
  • Management of Illinois Supreme Court Rule 711 Interns and ability to designate projects and case files to Interns and to follow up on execution of tasks.
  • Collaborate with CASA Kane County Staff in pursuit of our mission.
  • Work directly with Advocate Supervisors and Guardian ad Litem volunteers to achieve objectives and deliver positive outcomes for children in care in court.
  • Meet with Advocate Supervisors and Guardian ad Litem volunteers before and/or after court to discuss cases and prepare volunteers for court appearances.
  • Review CASA Kane County CASA/GAL Reports for legal sufficiency and compliance with Illinois Rules of Evidence.
  • Manage and ensure timely delivery of CASA Kane County CASA/GAL Reports to Court and all parties of record on the case.
  • Facilitate effective case management using CASA Kane County case management software OPTIMA.
  • Analyze cases and make recommendations to the Kane County Mediation Program as appropriate.
  • When needed, develop forms and other legal materials to maximize time and efficiency in the courtroom.
  • Attendance at weekly Advocate Supervisor Meeting.
  • Attendance at CASA Kane County fundraising and stewardship events.
 Qualifications Required:
·    J.D. from an ABA Accredited Law School
·    Illinois License to Practice Law in Good Standing
·    Strong litigation background with an emphasis on motion practice, pleading preparation and written and oral discovery
·    Trial and/or Evidentiary Hearing Experience – Extensive Deposition Experience will also be considered
·    Exceptional legal and technical writing ability
·    Solid courtroom presence with the ability to work collaboratively with our courtroom partners while maintaining focus on CASA Kane County’s Mission
·    Ability to think and plan strategically and to lead and collaboratively implement change
·    Ability to create a climate where people are motivated to do their best and to manage conflict effectively
·    Ability to hold self and others accountable to performance standards and experience in effective resolution of staff performance challenges

Physical Requirements and Work Environment
Associate Staff Attorney is expected to have daily transportation to attend court hearings, offsite meetings, recruitment, retention and fundraising events, etc.  Occasional out-of-town overnight travel.  He/she will spend some time in the office that could involve intermittent physical activities including bending, reaching, sitting and walking during working hours.
